Think romance; think soft shades like pink. You could paint your bathroom in shades like pink, lavender or teal. This sets the romantic mood. Try not to use bright colours for small bathrooms as this will make it look smaller.
Lighting is a very important aspect for that romantic feel. You could put dimmers or you could make do without lighting at all. Use candles instead of lights.
If you are ready to splurge, buy a crystal chandelier. This will not only make your bathroom romantic but also give it that Victorian feel.
Pillar candles add a classy touch. You could get candles in different sizes and scents… aroma plays a huge part in romance! Candles can be in the same shade of the wall or in slightly contrasting shades. Vanilla and lavender scents are especially popular with the romantics!

Wall tiles also a long way in setting the mood. If you don't want a whole section of wall with tiles, you can go for an entire row extending from one wall to the other. For that warm, cosy feeling, you go in for wooden flooring. They also help in resisting moisture. If you already have tiles, then throw in a simple rug, preferably in some warm colours. It will add that cosy touch.

Don't forget the accessories that will complete the 'romantic' look of your bathroom. Get bathrobes and soft towels that complement the overall theme. Buy silver or white soap dishes and toothbrush holders to add to the effect. Don't overdo it with the accessories as this can make your bathroom look cluttered.
You could even include paintings and plants in slightly large bathroom. Add flowers and bowls of scented potpourri all around the bathroom. For the finishing touches, add a music system. Make sure you always have your favourite love song collection at hand. Pipe music will give it a spa-like feel.
