The reason being Bond legend Sean Connery’s Never Say Never Again was releasing the same year and the producers didn’t like the idea of a new Bond going up against Connery.

The Living Daylights (1987): This movie marked the entry of Timothy Dalton as Bond. He was originally offered Bond's role after Sean Connery retired following You Only Live Twice.
However, Dalton rejected the offer stating he was too young to play the role. He was again offered the part in Diamonds are Forever and For Your Eyes Only, declining both time, again stating he was much too young for Bond.
